It has started work on a 67-page document, known as the national action plan (NAP), as a tool aimed at dealing with racism, xenophobia and discrimination in general.
Justice and Constitutional Development Deputy Minister John Jeffrey said there was no doubt that South Africa needed such a plan.
“The NAP is a culmination of an extensive process which started in 2015,” Jeffrey said.The plan, which is derived from the declaration programme of action adopted by the United Nations (UN) World Conference against racism, aims to promote and achieve the right to equality while combating racism, racial discrimination, xenophobia and related intolerance.
Jeffrey said “the launch was also in honour of [struggle icon Ahmed] Kathrada who was instrumental in shaping the NAP prior to his passing”.The NAP launch comes hard on the heels of Human Rights Day and three days ahead of the second anniversary of apartheid activist Kathrada’s death.
Kathrada participated at the launch of the NAP’s national consultative dialogues in 2016.
The regional head of the UN office of the high commissioner for human rights, Abigail Noko and European Union (EU) ambassador Marcus Cornaro welcomed the NAP and emphasised that its albatross was implementation.
“The NAP should specify who should take action, establish a time frame and a budget and provide for monitoring and evaluation. It should also be a public document that is widely disseminated,” said Noko.

The One City, One Books is a PRC initiative held in an effort to promote reading and literacy among citizens in the municipality.
The objectives are to promote reading of the same book within the city for a specified period. Recently, district one, two and three libraries department hosted a fun walk with the aim of raising awareness.
The aim was also to instill the culture of reading in the community and to promote a healthy lifestyle while having fun.

The fun walk was held at the Outspan Grounds in Tongaat and included the current theme for One City, One Book – Reclaiming the Soil by Rosie Motene. The fun run was well-received with many community members, PRC staff and fitness clubs participating in the walk.
Promoting local authors provides an opportunity for them to showcase their work and gives them exposure to a wide audience.
The author engaged the audience with highlights of the book after the walk. Winners from different categories received goodie bags and medals.

There are fears that a syndicate which is stealing dogs for dog fights, is operating in the greater Phoenix area.
Several dogs have been stolen in the sprawling township in the past few months. It is still not clear where the dogs are taken to, but reliable sources say the a dog fighting ring is in the Durban north area as well as KwaMashu and Inanda.
The National Council of Societies for the Prevention of Cruelty to Animals (NSPCA), has urged community members to report dog fighting, promising whistle blowers to make it worth their while.
The NSPCA is offering a reward for information that leads to the arrest and prosecution of dog fighters.

According to the council, dog fighting can be defined as a sadistic bloodsport ‘contest’ in which two dogs, trained to fight, are placed in a small arena to fight each other for the spectators entertainment and gambling purposes.
“It is a thriving and ever growing criminal activity in South Africa, supported by people from all walks of life and various backgrounds. Dog fights are not the work of a single law breaker but instead constitute a form of incredibly violent organised crime that is intricately linked to many other criminal activities,” said the council in a statement.
“Fighting dogs are denied their five freedoms – they are often antagonised, beaten, starved or injected with steroids to increase aggression. They spend their lives chained up or locked in small cages in filthy conditions. Those dogs who do not show sufficient fighting potential or lose in the pit fights are left to succumb to their untreated injuries or may be killed in the most brutal of manners such as by hanging, strangulation, electrocution, drowning or being beaten to death,” the statement read.
Southgate resident, Gary Govindsamy, said his rottweiler pup, Dre, was stolen from his gated and fenced yard on Sunday morning, March 17.
The suspect is believed to be a young male, who witnesses said was in the yard at about 6am.
Govindsamy said the witness believed nothing untoward, thinking members of the household were playing with his pets – the other also a larger rottweiler.
He said the family is devastated by the incident. “It’s hard to believe anyone would steal a dog. Criminals don’t care that people see their pets as members of the family. As soon as I get home from work, my dogs are the first to greet me, sure they sometimes mess up my suit but it’s a small price to pay for such unconditional love. We brought Dre home on Christmas day and, no matter how old you are, a puppy as a present never disappoints,” said Govindsamy.
A few months ago, the puppy had been infected with the deadly canine parvovirus which is a highly contagious disease that spreads among dogs through direct or indirect contact with their faeces.
The dog becomes infected through oral contact with infected soil or a substance capable of carrying infectious organisms.
The virus attacks rapidly dividing cells such as those in the intestinal lining and the bone marrow.
“We were shattered to hear that he was infected because we have heard of the epidemic and feared the worse. However, we put in the time and love day after day ensuring he was properly medicated and well fed. Before we knew it he was back to his happy, bubbly, bright self and was untimely torn away from his family by some pathetic excuse for a human being,” he said.

This is the second known incident in the area within two days. The other dog stolen, a cross Alsatian/Siberian husky, was stolen from a gated home in Stonebridge Drive.
The Govindsamy family is offering a cash reward for Dre’s safe return and are pleading for any leads from the community that could help them find him.
Cpt Louise Naidoo, communications officer of Phoenix SAPS, said, “A case has been opened and is currently under investigation at the station. The case is being handled by Cnst SP Sithole. Anyone with information that may help with the case are asked to contact 031 507-6565.”

The Phoenix Hindi Patshala, a Hindi school currently using the premises at Earlington Secondary, launched an innovative approach to mother-tongue learning, recently.
The school’s awards ceremony was also held jointly with upcoming Hindi school, Shree Sanathan Daram Sathsang Sabha Hindi Patshala, also situated in Phoenix, and the Swami Vivekananda Cultural Centre, Consulate General of India, Durban.
Twelve pupils were placed in the top 10 nationally between the two schools. The highlight of the evening was the launch of a Hindi wordbook/workbook compiled by Phoenix Hindi Patshala teacher, Thiromanee Ramnarain.
This book is entitled ‘My Store-House of Words’ or ‘Mere Shabdon Ka Bhandar’. It is hailed as a unique concept in vocabulary building for Hindi pupils in SA, whereby a format is provided in one compact book which can be used throughout the pupils Hindi studies.
The wordbook serves to enrich and expand Hindi in an interactive way. It has three parts, each distinct in its own right.

Part one uses names of people, films, characters, etc. In part two, a format is given and part three has some grammar concepts and other useful additions, eg: My Common Spelling Errors.
The editor of this book, Prof R Sitaram gave an impromptu address to the audience and is quoted as saying ‘every detail of this workbook has been well-thought of and had the pupil in mind.’
Prof Usha Shukla states in the foreword of the book, “This lexicon provides the variety that will enrich the acquired language, be it names meticulously chosen in alphabetical order to ensure inclusiveness, words for everyday objects, ideas and phenomena, which can help the learner in constructing meaningful texts.”
Dr Chaitanya Prakash Yogi, director of the Swami Vivekananda Cultural Centre of Durban SA elaborated on the importance of the word ‘shabd/word’.
Compiler of the workbook, Ramnarain said, “Acquiring an extensive vocabulary is a huge challenge in learning a second language and vocabulary is the foundation for comprehension. By extracting words from the prescribed texts and making continuous additions to and use of your workbook, memory retention will be enhanced, thus encouraging better expression,” she said.

Planning for this year’s Scottburgh Classic Car Show has begun and it will be held on Sunday, July 7, at the Scottburgh High School.
This will be the tenth charity show organised by the Scottburgh Classic Car Club.
The Phoenix Sun will sponsor the show again for the ninth time.
The show will include a huge display of pre-1975 classic cars and motorcycles, as well as several parades, with the highlight being the popular ‘Fun and Fashion Parade’ to entertain whole the family.
All classic car and bikes owners must pre-register for the event on the website: www.scottburghclassiccarshow.co.za in order to display their vehicles on the show-field.
The organisers are looking for additional marshalls to help direct cars and pedestrians at the show.

Tongaat residents were seen collecting water from the public showers at Westbrook Beach on Sunday after four days of no water.
Crowds of Tongaat residents were forced to use the public showers at Westbrook Beach, after their taps ran dry for four days (Thursday to Sunday).
Businesses in the busy CBD were brought to a halt over the long weekend and residents were outraged.
Frustrated from the lack of communication from Ethekwini Metro, some community members took to Ghandi’s Hill in protest on Sunday night, demanding that water be restored.
Though water returned to some Tongaat areas on Sunday night many residents reported low pressure and undrinkable brown water throughout Monday.

The desperate protest action came shortly after DA PR councillor Yogiswarie Govender and DA Ward 58 councillor Geoff Pullan told residents at a community meeting at Tongaat Town Hall on Sunday afternoon that they could not explain the water cuts. Tongaat councillor Dolly Munien, who is responsible for most of the affected wards, did not attend the meeting.
Many community members thought it was unfair that more affluent areas like Tongaat Beach which includes Westbrook and Seatides, were not affected. Others were tired of having to travel to their relative’s homes to fill up their buckets and some reported that the two to three water tankers were not reaching all areas, often ran out of water, and could be spotted parked on the side of the roads – seemingly not in service.
“Where are the municipality’s operational managers? Where are the water engineers to come out and explain to residents what is going on?” asked an agitated resident.
“We expect the councillors to go on a serious fact-finding mission”.
Another resident urged councillor Pullan to realise that sincere compassion was expected from councillors as citizens’ votes had put them into leadership in the first place.
Responding, councillor Pullan said they were taking the matter seriously.
“When we call the relevant municipal officials they don’t answer our calls either,” he said.
Tongaat residents discussed some of the burning issues caused by the persistent water outages during a meeting at the town hall on Sunday afternoon.
Pullan suggested the problem could have occurred as a result of maintenance issues at the plant, which included problems with chemical shortages for water treatment and filtration, and faulty pipelines. He acknowledged that the control centre was not as effective as it should be, and promised that they would continue trying to get answers.
Councillor Govender said seven water tankers had been sent to Tongaat as a short term measure but they could not deliver water to the entire area, which is made up of about 40 suburbs.
When the Courier contacted Ethekwini municipality, spokesperson Msawakhe Mayisela said he could only confirm that mud and silt had accumulated in the raw water supply, creating water treatment challenges.
He said high turbidity was a recurring problem and they were hoping water would return to all Tongaat areas by this Wednesday or Friday.
“A process is underway to upgrade the plant,” said Masiyela.
“UThongathi works is now functional and many areas at Tongaat are now getting water. We will ensure that those areas not receiving water as yet are also supplied by our water tankers until their water is restored. On Monday we attended a community meeting and residents were advised that they will be informed of the latest developments as they occur. We apologise for the inconvenience and thank residents for their patience.”

At GDC 2019, Google announced Stadia, its game streaming platform. Stadia will work across devices from smartphones, tablets, TVs, laptops, and PCs via Chrome.
It integrates YouTube as well, allowing developers to add a Play button to game video on YouTube and lets users immediately play the game on Chrome.
Stadia will leverage Google’s data centres that are present in 200 plus countries and territories.
Google’s Phil Harrison took to stage to show off Assassin’s Creed Odyssey working across a Chromebook, Pixel 3, and TV via Chromecast in a seamless fashion.
Furthermore, you can use your own controllers or keyboard and mouse on Stadia on your PC or laptop.
In addition to this, Google revealed the Stadia controller. It links to data centres directly via WiFi.
It features two new buttons — a Capture button that allows players to share to friends, themselves or the world via YouTube. There’s also a Google Assistant button to assist players in-game.
Stadia’s architecture has been built on Google’s data centre tech which also powers its search results. It’s been infused with gaming-focussed hardware to keep up with the task of streaming heavy games.
Powering the data centres is the Stadia GPU from AMD which is at 10.7 teraflops. This is nearly double of what the Xbox One X and PS4 Pro has, making it possible to play games like Doom Eternal running at 4K 60fps in HDR on Stadia.
The company claims that it has been testing Stadia’s tech internally for years and plans to allow for 4K 60fps gameplay with HDR in surround sound when it’s available for all.
Eventually Stadia will also scale up to 8K too. Users will also be given the option to share Stadia gameplay footage to YouTube at 4K 60fps as well.
Developers can create multiple points of purchase and play for games on Stadia through Gmail, YouTube, and search, going as far as to let players click a link on a game trailer and get right into a game.
YouTubers could use it to send custom challenges to their fans and players can even create and share their own links to let others get in a game at the exact location they’re in.
However Stadia won’t be restricted to single-player games. Google confirmed that multiplayer games will be supported as well. These would include battle royale and couch-based co-op experiences.
And in a refreshing move, Harrison confirmed that Stadia will support cross-platform play as well.
A concrete release date and price point hasn’t been confirmed yet and we don’t know what internet connection would be needed for it, though Harrison said Stadia will launch in the US, UK, Canada, and Europe later this year.
